The House Special Standing Committee on Government Oversight and Accountability recommends that DED and local economic development officials across the state develop a "duty to dissent". The committee wants to see a mindset which empowers employees to speak up, in writing, whenever they have significant doubts about a project's viability. The report also calls on the state Department of Economic Development to make finding a new owner for Moberly's Mamtek plant its top priority. Kelly says while Gov. Jay Nixon is "very committed" to doing that, it's difficult because the site has very specific equipment.
The committee report says Moberly bond counsel Tom Cunningham refused to testify before the committee. Kelly says he wanted to hear Cunningham's testimony.
